The Carbon Border Adjustment Mechanism (CBAM) is a new European climate regulation designed to prevent carbon leakage at the border. A surcharge will be levied on imports of certain goods—such as steel, aluminium, and cement—from outside the EU, based on the CO2 emissions generated during production. CBAM has been phased in since October 2023.
